The Board of Treasury, established by the Continental Congress in 1776, was a standing committee of five members responsible for superintending the Treasury and finances of the United States. In 1781, its duties were assumed by Robert Morris as Superintendent of Finance. Congress re-established the Board of Treasury as a committee of three members in 1784 to replace the position of Superintendent. The new Board existed until the creation of the Department of the Treasury in September, 1789. Board commissioners during the period represented in this volume were Arthur Lee (1740-1792), Walter Livingston (1740-1797), and Samuel Osgood (1748-1813). The Reports of the Board of Treasury are the Board's copies of reports and advisements submitted to Congress, dated 1785 April 25 to 1787 September 28, as maintained in one bound volume (488 pages) labelled "A." Many reports are in the handwriting of Commissioner Walter Livingston. The reports advise Congress on financial matters at the national level, and on monetary claims against the United States, sent to the Board for review. Claims were petitioned by military personnel, government employees, diplomatic agents and civilians, seeking payment of salaries or debt, compensation for losses, or other reimbursements. Most claims originated from the Revolutionary War. less

Henry Ten Eyck (1744-1795) of Albany, New York was Sheriff of the City and County of Albany during the 1770s, and later served as an Alderman and Justice of the Peace. The Henry Ten Eyck docket of actions at law, dated 1786 October 16 to 1787 April 27 (1 volume), and related documents, dated 1782-1787 and 1826, concern actions in court for the collection of debt and damages. less

The New York State Office of the Comptroller was established in 1797. The Comptroller is the State’s chief fiscal officer. The collection consists of a memorandum book (1 volume) dating from 1799 to 1826, kept by Comptrollers Archibald McIntyre (1772-1858) and William Learned Marcy (1786-1857), relating to their oversight of public appropriations. McIntyre was a New York State assemblyman who served as comptroller from 1806 to 1821. Marcy was comptroller from 1823 to 1829 and state governor from 1833 to 1838. McIntyre's entries include extracts of laws enacted 1797 to 1811, with related transactions occurring 1799 to 1811, and an accounting of financial reports. Entries concern lotteries to fund public works and other initiatives, notably the construction and improvement of major roads, such as the Great Genesee Road, and navigation improvements for the Hudson River and other waterways. Education expenses and the purchase of the Elgin Botanical Garden from David Hosack in 1810 are also mentioned. Entries are followed by memoranda of tasks and queries made by William Learned Marcy, 1824 to 1826. Similar notes by McIntyre, 1816 to 1818, begin from the reverse end of the volume, turned over. Entries during the McIntyre administration appear to be written in two different hands. less

Ezra Ayers Carman (1834-1909) was a Civil War officer interested in the history of that war and particularly the Battle of Antietam. Carman served on the Antietam Battlefield Board from 1894 to 1898 and in 1905 was appointed chairman of the Chickamauga and Chattanooga National Military Park Commission at the insistence of the previous chairman, Henry V.N. Boynton. Carman also served as Chief Clerk in the U.S. Dept. of Agriculture from 1877 to 1885. His son, Dr. Louis D. Carman (1860-1936), was a medical examiner in the U.S. Pension Bureau from 1883 to 1933. Collection contains both personal papers and items collected by Ezra Carman and his son. Bulk of the materials concerns the Civil War and consists of letters to Carman describing battlefield tactics and events, Confederate documents, records of the U.S. Navy and War Depts., newsclippings, illustrations, maps, and papers of General Joseph Hooker. The collection also has Agriculture Dept. records during Carman's tenure as Chief Clerk and records of the U.S. Pension Bureau. In addition, there are personal papers of Louis Carman and Henry Boynton. less

Personal Correspondence and "Library" (personal copy) files make up the bulk of the collection and include materials relating to topics such as the creation of parks and roads, Moses's political activities, regulation of banks, depression relief, the World's Fairs of 1939-1940 and 1964-1965, the United Nations headquarters, the Hall of Fame of Great Americans, and personal and family matters. Triborough Bridge and Tunnel Authority papers concern projects to build bridges, tunnels and highways as well as Moses's appointment as chairman. Emergency Public Works Commission and Office of the City Construction Coordinator series pertain to depression relief efforts and publicly funded building activities in New York City. Gubernatorial Campaign materials consist mainly of speeches, press releases, correspondence, and background information on the issues of the election of 1934. Department of Parks files concern the improvement of New York City parks and the expansion of parks and playgrounds. Constitutional Convention series contains correspondence on the administrative, legal and personal issues of New York governmental reform in the 1930s. Long Island State Park Commission and New York State Council of Parks materials relate to the development, maintenance and improvement of parks. less

Abraham Yates Jr. (1724-1796) of Albany, New York, was an American lawyer, politician, and political essayist of the Founding Era. He was an Anti-Federalist during the Confederation and Constitutional periods, known for his writings as "Rough Hewer" and "Sidney" in the New York press. Yates held many elected and appointed offices, notably Albany alderman (1753-1773), high sheriff of the city and county of Albany (1754-1759), chairman of the Albany Committee of Correspondence (1775-1776), and member of the four New York Provincial Congresses and the State's first legislative convention (1775-1777), chairing the committee to write the State's constitution. He then served as New York State senator (1777-1790), Continental Loan Officer for New York (1779-1786), delegate to the Confederation Congress (1787-1788), and mayor of Albany (1790-1796). The Abraham Yates Jr. papers, 1688-1920s (bulk 1754-1795), chiefly span his professional and political activities in New York from 1754 until his death in 1796, reflecting his work as sheriff, lawyer, Revolutionary War patriot, public official, political essayist, and avocational historian. The papers comprise correspondence, documents, and printed matter, 1688-1825; a letter book kept while Continental Loan Officer, 1779-1782; journals, including a record of his time as sheriff during the French and Indian War, 1750s-1790s; drafts of his political and historical writings for publication, 1783-1796?; research materials serving his legal, political and historical endeavors, 1750s-1790s; and papers concerning the Manor of Rensselaerswyck, 1761-1700s. Also present are early 20th-century typescript copies of materials in the collection. less
