Clement L. Browne worked in the Personnel Office of the American Car Foundry, Brooklyn, from the 1920's until his retirement in 1970. After completing his high school education, he attended a training school in New York to study drafting, but did not complete the curriculum. His poems are unpublished. The Clement L. Browne Literary Collection consists of manuscripts and mimeographed copies of poems written by Browne. Some poems concern civil rights, but most are personal in nature.
