Thomas Barwick Lloyd Baker (1807-1886) began his career as magistrate for Gloucestershire, England. He established the Children's Friend School at Hardwicke in 1852 for the purpose of reforming juvenile criminals in the county. He was a chief promoter of the reformatory school system and did much work in connection with prevention of crime and care of discharged prisoners. Collection contains correspondence and a manuscript by Baker. Correspondence, 1877-1883, consists primarily of letters to Josephine Shaw Lowell, American activist and philanthropist, about crime, pauperism, criminals, and prisons. Baker's manuscript concerns reformatory administration. less
