Small paperbound volume containing two separate texts, written tête-bêche (both ends of the volume were used to begin writing). One text is a sermon, containing Biblical references to conditions preceding - and provoking - the American Revolution. The other text is the plan referred to in the volume's title and consists of eleven pages, each with a synopsis of a division or province, with new designations. The cover lists names of subscribers to the plan, which was apparently never printed, and also indicates that the plan's author, who has not been identified, lived in or near East Greenwich, Rhode Island
