{"value"=>"<p>The staff in this department was charged with matters pertaining to the participation of over 55 nations. Under the leadership of retired naval officer Admiral William H. Standley, Fair representatives traveled to Europe, Central and South America, Asia and the Far East visiting with foreign ministers and consuls general. They coordinated meetings for Grover Whalen, cemented commitments and finalized agreements. Standley, in addition to his supervisory duties, was engaged to explore the development of Flushing Bay as a commercial and recreational port and to pursue the possible ceremonial presence at the Fairgrounds of foreign naval and air force units. In the spring of 1939, Standley became Foreign Participation Consultant and Edward F. Roosevelt the departmental director.</p>"}
