{"value"=>"<p>SEAD is the final program represented in the Technical Assistance Group records. SEAD conducted programs to improve the economic security and income opportunities for impoverished people by promoting sound moneymaking activities and building strong financial institutions. In 2006, CARE had 131 SEAD projects in 39 countries, 90 percent for women.</p> <p>Only a fraction of the countries CARE presently assists are represented in this series. The programs documented cover mainly the 1980s. Two organizations that worked on similar projects were PACT (active) and Partnership for Productivity (PfP). PACT is a private voluntary organization founded in 1971. The organization's objective is to empower people to earn a dignified living through grass roots organizations and related projects.</p> <p>Partnership for Productivity (PfP) was a private voluntary organization that also worked for economic development in the Third World. Founded by an American Quaker in 1969, PfP developed into an international organization that performed consultancies around the world. These PfP files indicate that CARE assumed responsibility for PfP projects after PfP dissolved. The files were transferred to CARE. These files provided the necessary information for CARE to continue projects already underway and start other programs. The U. S. Agency for International Development provided the funding for PfP programs.</p>"}
