Gertrude Beeks Easley, as secretary of the Social Insurance Department and director of the Industrial Welfare Department, was also closely involved with the department's work. The department was organized to report on the different types of employees' voluntary and compulsory health insurance plans in the United States and Europe. The department published a pamphlet that argued against compulsory sickness and health insurance as a restraint of individual choice.</p>"}
