{"value"=>"<p>The files consist of correspondence inviting businessmen and union representatives to attend luncheon-conferences on various issues including legislation relating to strikes and lockouts, plans for a mediation board for strike prevention, and proposed changes to the Erdman Act, the pro-labor landmark legislation that Congress passed in 1898 making it a criminal offense for employers in the railroad industry to dismiss employees, or to discriminate against prospective employees who were members of a union. The act also outlawed the industry-wide system of blackballing strikers, and created a mechanism for settling labor disputes in the railroad industry. Also in the files are draft revisions to the Erdman Act and other bills relating to industrial mediation.</p>"}
