This committee, the full name of which was The Commission to Study the Theory of Government Ownership and Operation of Public Utilities and Private Industries, was commissioned to study the theory of government ownership.

The files consist of correspondence, 1914-1915, dealing with requests for NCF's report on government and municipal ownership, and the report by the Division of the People's Income Committee on the relative income of capital and labor; and notifications of meetings and of a proposed conference.

The miscellaneous papers include various writings on government ownership; drafts of lists of members and prospective members of the Government Ownership Committee, among them Vincent Astor and Albert Shaw; lists of cities owning water, electric and gas utilities; minutes of a meeting of the Industrial Economics Department to consider commissioning a proposed study of the question of how far government should intervene in the affairs of industry.
