Victor John Paltsits was the son of Victor Hugo Paltsits, an American historian and librarian, and Keeper of Manuscripts at the New York Public Library. Paper submitted in partial fulfillment of the requirements of the Graduate School of Banking conducted by the American Bankers Association at Rugers University, New Brunswick, N.J., June 1940.
