This document is entitled "Exemplification of the laws of New York relating to the powers of the Commissioners of Forfeitures respecting the sale or transfer of confiscated estates during the American Revolution" (May 21, 1787). The item is signed by Governor George Clinton and attested by Department Secretary Robert Harper. After the American Revolution, the Commissioners of Forfeitures sold the confiscated land and property of loyalists to pay off New York State's war debts
