Hovey often wrote on Knapp's behalf. Letters are addressed to the Standing Committee; personnel at USSC offices, departments, and branches; government officials; army personnel; members of aid societies; and merchants. These letters concern instructions to relief agents, organizing and overseeing the USSC's Special Relief Department, USSC activities in the field, the requisition and distribution of supplies, reports, and personnel matters.
