{"value"=>"<p>As the USSC's Archive Department was completing the arrangement of numbered documents for this record group, materials borrowed by USSC historians working on a history of special relief operations were returned to them. These included a group of documents referred to as “Dr. Douglas’s papers,” many carrying the letter \"D\" written in colored pencil. The Archive Department incorporated most of these at the end of the Army of the Potomac numbered documents (#4247-4456). Consult the New York, N.Y. Archives, Series IV. E. Special Relief Archives for further explanation of these papers and related materials.</p>"}
