Rupert Cutler, Senior Vice President and of his successor, Richard Martyr. The file relates mainly to internal administrative management and policy and to environmental issues including the conservation of wild animals and their habitats (caribou, falcons, grizzly bears, fur seals, spotted owls old growth forests and striped bass) and the Garrison Diversion, a controversial federal project to irrigate some 250,000 acres of land in North Dakota by diverting the waters of the Missouri River. Included are monthly reports submitted by the Regional Activities Division.</p>"}
