Included are papers relating to the \"Duck Stamp Act\" (Migratory Bird Hunting Stamp Act), pesticides, wildlife refuges and habitats, and mineral rights.</p> <p>The Wild Bird Plumage Legislation File consists of papers (1940-42) relating mainly to New York State (and congressional) legislation. Included is Baker's correspondence with officials of the New York State Department of Conservation, members of the State legislature, fish and game departments of various states, the Fish and Wildlife Service, customs officials, the Izaak Walton League, conservation organizations, fly, tackle and feather dealers and manufacturers. Included are drafts of bills in the New York State legislature, drafts of a proposed model law; and flyers, press releases and announcements. There is also miscellaneous correspondence and inventories of stocks of wild bird plumage held by commercial firms. Much of the material is in opposition to the \"Desmond Bill\", sponsored by State Senator Thomas C. Desmond, which would exempt fly tiers from existing legislation prohibiting the commercialization of feathers.</p>"}
