{"value"=>"Congress some time since called on the different states for returns of the damage done by the enemy in the way of wanton destruction; whenever a treaty shall be set on foot this may be an important object of inquiry, or if the war continues it may serve to show the nations of Europe the vindictiveness of the enemy; he therefore requests that such returns be made, by affidavits, each accompanied by a short recital of the transaction, showing whether the injury was malicious or justified by the laws of war."}
