{"value"=>"commanding the cavalry. He is to proceed from Daniel's Island in pursuit of a party that took away the negroes of loyalists in St. Thomas's Parish; also, he is to collect all slaves belonging to persons in arms against the British government, and he is to make known that this measure is taken because of the enemy's seizures of loyalist property; the negroes are to be informed that they will never be given up to their masters, but will be cared for by the government; they are to be brought to Haddreil's Point; none are to be collected, however, unless he is well informed that the slaves of loyalists are seized by order of the rebel government.
