abstract
{"value"=>"He cannot consent to receive Col. Eustace and Maj. Devaux as commissioners on a civil negotiation; at the desire of Gov. Mathewes a treaty had been instituted for delivering up property in British possession belonging to inhabitants of South Carolina; he would willingly have extended similar conditions to Georgia, but Gov. Mathewes, who appears to have expected some sinister advantage, thought proper to discontinue the negotiation; however, if Gov. Martin will appoint suitable persons, he will deliver to them whatever property of the inhabitants of Georgia it shall be thought expedient to restore. Copy."}
