{"value"=>"By the unanimous advice of his principal officers, he did not comply in full with His Excellency's order to detach 2,000 men to Jamaica; he has always considered that less than 4,500 men could not hold this post if the enemy should combine a sea and land force against it; if weakened, this place and Savannah might fall singly by an endeavour to preserve both; he has ordered the 19th and 30th Regiments to Jamaica, under Gen. O'Hara; if more are needed, Savannah ought to be evacuated; he has ordered Gen. Clarke to prepare for this; transports must be sent, if either of the posts is to be abandoned, as there are neither public nor private vessels here to accommodate the troops and the loyal inhabitants.
