Thresher and Lewis; Carmichael is probably much occupied with the affairs of the embassy; he is glad to learn that the American bills on Madrid are current in Europe; he voted against the measure; the reconsideration of Smith's question would naturally produce a delay in the negotiation of the treaty, but the ratification of the Confederacy by Maryland, the success at the south, and the prospect of settling the dispute with Vermont, enable Congress to stand for \"the rights of all the states\"; hostilities against the Dutch in St. Eustatia; sends respects to [John] Jay."}
