{"value"=>"Incloses for [George] Mason [Jr.] letters to the Marquis de la Fayette and Dr. Franklin; in the matter of exchanges precedence is given to those officers who were first captured; people seem to think that the contest is ended, whereas their liberties have never been in such danger; only a total reformation of their conduct, or some turn of affairs in Europe, can save them; various tribes of money makers wish to continue the war for private gain; each state cares only for its own affairs, not heeding national interests; C[ongress] is rent by party; he urges Mason, Jefferson, and others to come forward; believes that a little while ago administration was ready to make peace on any terms, but now, in view of the state of the American currency, dissensions etc., they will push matters to the utmost."}
