Abercrombie and Webb were made lieutenant generals; the latter was to sail in ten days to take command until the arrival of Loudon; he himself is to have the government of Jamaica; he means to continue the preparations for both expeditions, and in case Gen. Webb is delayed, will begin the operations himself; he must first hold a council of war in New York; will engage Governors Fitch and Hopkins on his way; desires Morris to meet him."}
