Included are documents relating to the negotiations with the ITU, the formation of a TEP Committee chaired by Turner Catledge, the work of that committee and its staff, the deliberations of the New York City Publishers Association about the project, a copy of the foreword of the TEP Committee's final report to AHS, and of the agreement with the ITU are included.</p>"}
