{"value"=>"<p>These records, which document some of the Corporation's earliest affairs, were maintained by Bayard Pope in the fulfillment of his duties as Treasurer. Extensive information on the financial structuring of the Fair through the issuance of debentures is available in the Planning and Development files. A compendium of principal documents related to debenture sales brings together minutes, memos and published materials including pamphlets titled, \"Financing the NYWF- A Statement Addressed to Business Leaders,\" and \"The NYWF and What It Will Mean to Business.\" Efforts to court investors can be found in files related to the debenture sales campaign. Included is a draft presentation, which favorably compares the attendance forecast of the NYWF to actual statistics for Chicago's Century of Progress, offering confident predictions that the Fair would bring increased business to New York and its industries. Also here are legal opinions rendered on the ramifications of securing bank loans using capital raised through the debenture subscription. Correspondence, memoranda of law, and board resolutions related to financing the 1940 season chronicle the methods adopted by the Fair executives to avert corporate bankruptcy and partially recompense bond holders by extending the Fair for a second year. Finally, the changing financial health of the organization can be traced through the regularly-issued budgets, forecasts and audited reports that are included in these records.</p>"}
