A restructuring later established the Amusements Department as a separate unit within the Operating Division, but before the Fair opened and for most of the 1939 Season the Amusement Control Committee (ACC) reported to Bardell. The Concessions Department retained responsibility for restaurants, food and merchandise stands, and \"utilities\" concessions, which referred to services such as Greyhound's intra-mural buses and the American Express-run guided tours.
