{"value"=>"<p>The Concessions Department, headed by Rowland P. Bardell, was responsible for the development, operation and oversight of all concessions on the fairgrounds. A restructuring later established the Amusements Department as a separate unit within the Operating Division, but before the Fair opened and for most of the 1939 Season the Amusement Control Committee (ACC) reported to Bardell. The Concessions Department retained responsibility for restaurants, food and merchandise stands, and \"utilities\" concessions, which referred to services such as Greyhound's intra-mural buses and the American Express-run guided tours. Records document a range of operational activities in correspondence with concessionaires, other departments and the public, and include licenses, policy memoranda, contracts, applications, proposals, minutes, letters of complaint and reports on finances, recommendations, rejections and inspections.</p>"}
