Claimants range from concessionaires and former employees to individuals demanding compensation for having originated various Fair design elements, terminology and themes. The largest lawsuit was by Franham Distributors, Inc. for $1,000,000 in lost revenues after the Fair rejected the company's bid for the hot dog and hamburger concession. Other concessionaires represented here sued for breach of contract regarding exclusive sale or show rights, lack of services, property damage or delayed openings. The earliest and probably most publicized claim was made by Joseph Shadgen, a former employee who professed to have been the first to suggest a Fair be held in Flushing Meadow to celebrate the sesquicentennial of Washington's inauguration. Claims were made by the Fair against concessionaires for outstanding royalties and utility payments, unpaid space rental, and against construction firms for breaches of contract.
