{"value"=>"<p>Timothy J. Sweeney was executive director of GMHC from 1990 to 1993. He started the Public Policy Department in 1986 and served as the deputy executive director until 1990. While serving as executive director, Sweeney helped write and enact the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act which provided funding for cities and states hardest hit by the AIDS epidemic to provide services with people with HIV and AIDS. He was one of the principle engineers of New York's confidentiality law, helped establish the AIDS Action Council and cofounded the New York AIDS Coalition and the Coalition for AIDS Funding.</p>"}
