{"value"=>"<p> The National Research Associates program was created by Harlow Shapley of Harvard University in 1939 to fund positions for refugee scholars over the age of fifty-eight. The scholars were granted access to the resources of Harvard for personal research and were not required to lecture or provide instruction. Shapley turned over control of the program to the Emergency Committee in 1940 and six scholars from other institutions were added to the original five at Harvard.</p>"}
