{"value"=>"<p>The function of the Emergency Assistance Unit (EAU) was to provide immediate assistance in crisis situations. The EAU began shortly after setting up relief operations in Somalia circa 1980. In 1981, CARE signed a tripartite agreement with UNHRC and the Somali National Refugee Commission. Following this agreement, CARE Somalia signed the Basic Country Agreement with the Somalia government. This agreement allowed CARE to develop projects in reforestation, agriculture, and refugee self- reliance.</p> <p>CARE operations were put on hold briefly from December 1990 to March1991 after Somalia erupted into civil war. Despite problems in food distribution, safety and other hazards, CARE continued to operate in Somalia.</p>"}
