{"value"=>"<p>The United States Congress passed legislation, P. L. 100-276, to provide humanitarian aid to the Nicaraguan Resistance. President Ronald Reagan signed this act into legislation in 1988. Part of the legislation included 17. 7 million for the Children's Survival Program (CSAP) to help Nicaraguan children with medical relief. This also included Nicaraguan children and their families who fled to Costa Rica and Honduras. Nine private voluntary organizations (PVOs) including CARE, the American Red Cross, Catholic Relief Services, and the World Rehabilitation Fund received grants. In 1988, the Agency for International Development sent a letter to Rudolph von Bernuth, Director of Program Operations, that gave CARE $1,000,000 in funding.</p> <p>This subseries contains correspondence and reports that document issues relating to CSAP, including CARE reports on the program, assessment reports from Costa Rica, budgets, requests for reports from CARE on their humanitarian work, and requests from CARE officers to modify the program to take into account the health/food needs of Costa Ricans not directly affected by the war in Nicaragua.</p> <p>The files contain correspondence, financial data, memorandum, press releases, proposals, and reports spanning a three-year period.</p>"}
