The bulk of the activity for these projects occurred during the 1980s. Individual project files include an evaluation of Cameroon's \"Eastern Potable Water Project\", a five-year project, by independent evaluator Andre Baillot. Baillot spent a month traveling throughout the Eastern Province examining all the project sites completed by CARE. Baillot's report published, in 1982, provides detailed information on the project. How conditions such as drought and civil war affect a country can be read in the project narrative report for Chad sent to CARE Headquarters from Tuskegee University.</p>"}
