The bulk of the files are memos concerning internal decisions made by the Board of Directors, the President of CARE, and other mid to upper level administrators of CARE USA and CARE International. Radcliffe regularly corresponded with Philip Johnston concerning issues under discussion in CARE. Memos between Radcliffe and Johnston span the years 1981 through 1990. Topics would include information regarding meetings with management, CARE International issues, executive staff meetings, budgets, and concerns regarding CARE member countries following established policies of CARE. The files indicate that Radcliffe focused a considerable amount of time identifying and dealing with issues of concern to CARE International, e. g., compensation for overseas employees, international meetings, operating budget, recruitment for member countries, and security for CARE personnel.
