{"value"=>"<p>Since 1949, CARE has held world and regional conferences for its staff members at regular intervals. The regional conferences are primarily for CARE headquarters staff to inform overseas personnel of any changes in programming policies and administrative procedures, and to allow mission chiefs to report on activities in their countries. The world conferences, held approximately every ten years, are devoted to long-range planning issues: improvements in certain types of programming, discontinuance of others, and so on. These files consist mostly of planning correspondence and information packets, and reports presented at the conferences. Documentation is especially strong for the CARE World Conference of May 1980, held at West Point, New York.</p>"}
