{"value"=>"<p>The Deputy Executive Directors of CARE assist the Executive Director in managing CARE's operations. Boxes 39-50 are the files of Fred Devine, Deputy Executive Director since 1957, and Senior Deputy Executive Director from the mid-1960s until his retirement in 1987. Devine's chief responsibility was the administration of the Program Department's many activities, in particular legislation and government requirements for the operations of food programs using P. L. 480 commodities.</p> <p>Boxes 51-67 contain the files of Lou Samia, who served jointly with Devine as Deputy Executive Director from 1967 until 1979, when he became Executive Director. An accountant, Samia oversaw CARE's financial transactions and such related matters as union negotiations.</p> <p>Fred Devine's country and subject files (Boxes 40-47) are similar in content to those of the Executive Director, but usually pertain to specific problems or procedures, such as the shipment of a certain commodity, and are in general more recent, with many items from the early 1980s. Boxes 48-50 deal with CARE's feeding and nutrition education programs, in particular their relationships with the Agency for International Development and other U. S. government offices.</p> <p>Boxes 51-55 are the subject files of Lou Samia, consisting largely of departmental budgets, fund-raising statistics, and related items. Boxes 56-58 contain correspondence and other materials concerning the International Service Agencies, of which Samia served as treasurer. The ISA, a confederation of several non-profit organizations, including CARE, sought contributions collectively through the Combined Federal Campaign (Federal Service Joint Crusade), a fund-raising effort aimed at U. S. government employees.</p> <p>The bulk of Samia's files, Boxes 59-67, are his overseas files, in particular his reports on visits to CARE's various missions, circa 1967-1979. Box 68, country files, are the combined files of both deputy executive directors; they mostly contain copies of basic agreements and other contracts with each country, program plans, and related information.</p>"}
