{"value"=>"<p>The Executive Director of CARE carries out the policies agreed upon by the Board of Directors, and is responsible for the overall coordination of CARE's activities in the U. S. and overseas.</p> <p>(In late 1990, CARE changed the job title of the executive director to that of president of CARE, while the assistant executive directors became vice-presidents. The changes, however, post-date these papers.)</p> <p>As of 1991, CARE has had seven executive directors; their names and the lengths of their terms are:</p> <p>Donald Nelson November-December 1945</p> <p>William N. Haskell December 1945-February 1947</p> <p>Paul Comly French April 1947-July 1955</p> <p>Richard Reuter August 1955-July 1962</p> <p>Frank Goffio August 1962-April 1979</p> <p>Lou Samia May 1979-May 1980</p> <p>Philip Johnston May 1980-present</p> <p>Documentation is scanty for the directorships of Nelson and Haskell. There is also comparatively little material concerning Philip Johnston, whose files were mostly still in use when CARE transferred its inactive records to the New York Public Library.</p>"}

{"value"=>"<p>Because each executive director usually passed his files along to his successor, materials in this subseries are not broken down by individual executive director; instead, they are grouped in rough chronological order and by content: country files, subject files, and so forth.</p> <p>Country files, Boxes 17-22, mainly contain the executive directors' correspondence with country directors, and related documents. Topics generally concern such broad issues as changes in policies and procedures. Materials in Boxes 17-19 are from circa 1945-1965; those in 20-22 are from 1965 to 1984.</p> <p>Box 23 contains an assortment of agreements from CARE's early years with beneficiary countries, the War Assets Administration, and private shipping and warehouse firms. Related items are in the General Counsel's files, Boxes 13-16.</p> <p>Boxes 24-30 are subject files, mostly from 1945 through the mid-1950s. Those in Boxes 24-25 mainly contain correspondence with government agencies and private organizations.</p> <p>Of note in Box 25 are several files that came to CARE through the estate of Margaret Folsom, CARE's supervisor of foreign files from 1946 to 1947. Folsom's correspondence with CARE relief workers in Europe and the \"Communiques from CARE\", which she compiled from their incoming letters and sent to the various overseas missions, provide much information about CARE's early operations as well as conditions in post-war Europe.</p> <p>Subject files in Boxes 26-30 include extensive correspondence with the Advisory Committee on Voluntary Foreign Aid, a division of the State Department, with which all private international relief agencies must be registered (Box 26); the CARE Development Corporation, an endeavor to import and sell handicrafts produced in developing countries (Box 28); and the National CARE Advisory Committee, an aggregate of business and industrial leaders who consulted periodically with CARE executive staff on aspects of CARE's programming (Box 30).</p> <p>Subject files in Boxes 31-35 are mostly those of Frank Goffio, the executive director from 1962 to 1979, and his successor, Lou Samia. Like Boxes 24-30, these boxes largely contain correspondence with government agencies and private organizations, as well as with CARE's affiliates in Canada and Europe.</p> <p>Box 36 contains files of executive director Philip Johnston, 1981-1985. Much of this material documents the re-opening of CARE's mission in Poland in 1981.</p> <p>Files kept by the various executive directors on their interactions with the Board of Directors and the General Counsel are in Boxes 37 and 38, respectively.</p>"}
