{"value"=>"<p>The files in Subseries 1.3 are almost entirely those of Alexander Hawes, CARE's General Counsel from 1945 until the mid-1960s. (Some documentation of the activities of the General Counsel in the 1970s is among the files of CARE's executive directors in Box 38; other post-1965 materials are presumably still part of CARE's active files).</p> <p>Hawes's files contain the agreements and related correspondence with the governments of the countries in which CARE was operating (Boxes 13-14); correspondence with various U. S. government offices, in particular the Advisory Committee on Voluntary Foreign Aid and the Economic Cooperation Administration (Boxes 14-15); registration with U. S. states for fund-raising purposes (Box 15); and subject files (Boxes 16-17). The latter, dating mostly from the 1940s and 1950s, include agreements with shipping corporations and warehouses, and negotiations with the Union of CARE Employees.
