{"value"=>"Owing to the short time in which Congress will remain in session, it would be impossible to carry through any measure on the subject [slavery] mentioned in Stone's letter of the 28th; for the same reason, this is not the time for public meetings; petitions, however, ought to be got up, and the public mind kept directed to the subject; in the South, there is entire union; every individual feels the question as his own concern; it is not so in the North; as for the District, there is no reason why slavery should not be abolished there; he would not invade the rights of the southerners, nor wound their feelings, but they are unreasonably sensitive, and would exclude even consideration of slavery; he will cooperate in any plan, but does not think the present a favorable time."}
