{"value"=>"<p>The conference, held on March 5-7, 1906, examined existing state laws and explored the basis for the widespread call for changes in laws relating to primaries and elections. The goal of the conference was to broaden views on the subject and suggest fundamental changes in legislation. The correspondence is chiefly composed of invitations to representatives of organizations involved in municipal reform and primary and election reform, members of political parties, and others interested in the improvement of the electoral system. There are also miscellaneous papers including the program and resolutions of the conference; a paper defining what a political party is and what the responsibilities of the individual members of a political party are; and lists of Democratic and Republican State Committees. This was evidently NCF's second conference on this issue, but the dates of the first are not apparent in the records.</p>"}
