{"value"=>"<p>The Civic Federation of Chicago (CFC) was the organizational model for NCF. It was founded as a municipal reform alliance in 1893 by Ralph Easley (then the political and economics editor of the Chicago <span class=\"title\">Inter-Ocean</span>). CFC campaigned for tighter anti-gambling legislation in Chicago, studied the United States monetary system, promoted a home for boys convicted of minor offenses, and was involved in a conference of the friends of Civil Service. In response to the beginning of the Spanish-American War in April 1898, CFC organized a national conference in New York on foreign policy; and in the same year held a national conference on the reform of primary elections. In August of 1899, it sponsored a national conference in Chicago on the critical question of trusts and combinations. It was soon after this important conference that Easley and other members of CFC became convinced that reform and political activism could only succeed at the national level, and became equally convinced of the need for a national alliance modeled along the lines of the CFC.</p>"}
