Each decade ushered in new administrations from both the United States and Panama and new negotiations regarding the takeover of the Panama Canal by Panama. The impetus for new discussions and the issues brought forth can be followed in detail in this subseries. The documentation is primarily in the form of news clippings, however, Westerman's statements and articles can also be found here, as can reports discussed in the Congressional Record, copies of treaties negotiated but not necessarily signed, correspondence and speeches. The internationalization of the Panama Canal is discussed, and there are copies of the Congressional Record and news clippings pertaining to the role of Leonor Sullivan, Chair of the U. S. Subcommittee on Merchant Marine and Fisheries, who emphasized economic cooperation and the need for Panama to be less economically dependent on the U. S.
