{"value"=>"<p>Subseries consists primarily of clippings from Panamanian and American newspapers dealing with the controversy which ensued when Panamanian citizens demanded that their flag fly beside the American flag in the Canal Zone as visible evidence of Panama's titular sovereignty over the Zone. Although the 1904 treaty had never ceded Panamanian ownership of the Canal Zone to the United States, it was only as the result of demonstrations by Panamanian students in November 1959 that the government of President Dwight Eisenhower agreed to fly the flag on the Zone, a practice which would continue into the Kennedy and Johnson administrations. The anti- American resentment was caused by anger over Panamanian dependence on the neocolonial relationship between the two countries. There are also clippings that discuss the 1964 riots caused by \"Zonians\", Americans living in the Canal Zone, who burned Panamanian flags. The riots resulted in the death of twenty Panamanians and the destruction of property. Diplomatic relations between the two countries were suspended as U. S. Canal Zone policies were questioned by both governments. The continued pressure by Panamanians on the U. S. government eventually led to the negotiation of a new treaty under President Lyndon Johnson.</p>"}
