{"value"=>"<p>The Local Board for Division No. 154 was located at 60 West 13th Street, New York City. The Board consisted of three people: Albert S. Bard, Chairman, J. Milton Mabbott, M. D., and Howard Carter Dickinson, Secretary. The responsibility of a draft board, was to decide who among the registrants would receive deferments, exemptions or postponements from military service. All Boards were discontinued at the end of the War by an Act of Congress May 18, 1917.</p>"}
