The bulk of the papers consist of legislative background materials filed topically. Included are notes; inter-office memoranda; copies of legislative bills; transcripts of testimony before congressional committees; and some original correspondence between Goodell and staff. Included also are staff resumes and routine office records. There are also papers (Container #272) relating to military affairs including the \"Presidio 27\" case, and to the case of naval officers who were discharged because they associated with the Concerned Officers Movement, an organization of military officers which opposed American policy in Vietnam.</p>"}
