Includes letters to Bowring in his capacities as political editor of Jeremy Bentham's radical Westminster Review; as comissioner to investigate Britain's international commercial relations; as consul at Canton; and as governor of Hong Kong. Correspondents include: Maria Edgeworth, novelist and educationist; Richard Cobden, manufacturer and politician; Lord Palmerston, Prime Minister; Mary Wollstonecraft Shelley, novelist; and over fifty others.
